Council Brief

The following is a summary of the proceedings of the Regular Council Meeting held August 14, 2024:

  • Delegation: Krista Storey, spoke in support of constructing a new facility in Hudson to replace the deteriorating Lost Lake Drop-in Centre. The Lost Lake Centre is crucial for the community, as it serves as a thrift shop, snack canteen, craft and bake sale location and general social hub. Once the current building is demolished, there will be no feasible alternative location to host all these events for Hudson’s 300 residents. The Hudson Community Hall is both expensive to rent and in poor condition. Ms. Storey emphasized that the Lost Lake Drop-in Center is essential for the health and well-being of Hudson and if it closes, the only remaining facility will be the Post Office.   
  • Council directed staff to award $63,904 in grants and incentives through the Community Improvement Plan and enter into an agreement for the disbursement of these funds to following successful applicants: The Forest Inn and Conference Centre Inc., 2656116 Ontario Inc. Fresh Market, Incan Group, 1000257529 Ontario Inc. - the former Mayfair building, Mitchell Wills, Sunset Inns Inc., and The Hub Collective
    • Purpose: To provide financial incentive for local business that encourages growth with residential infill projects and beautification of Sioux Lookout business and retail areas. 
  • Council directed staff to complete an invasive asbestos audit of the Hudson Lost Lake Drop-in Centre and Hudson Community Hall.
    • Purpose: To determine the presence of asbestos in these buildings, which will guide the best methods for remediation and disposal if asbestos is found.
  • Council directed staff to host an open house in Hudson to request feedback on the updated Lost Lake Drop-in Centre building design and any other additional feedback. 
    • Purpose: To provide Hudson residents with the opportunity to contribute their input on the design of the proposed Lost Lake Drop-in Centre.
  • Council directed staff to complete construction-ready drawings for the proposed, new Lost Lake Centre in Hudson, based on the updated building design and feedback received.  
    • Purpose: To have the drawings ready for Council’s approval before proceeding to tender.  
  • Council authorized staff to apply for funding to the Canada Mortgage and Housing Corporation Housing (CMHC) Accelerator Fund Round 2 (HAFS) program.
    • Purpose: To secure funds that would encourage the construction of more homes in Sioux Lookout. 
  • Council passed By-law No. 71-24; Being a By-law of The Corporation of the Municipality of Sioux Lookout to Authorize the Borrowing Upon Serial Debentures in the Principal Amount of $610,932.00 Towards the Cost of the Wellington First Avenue Infrastructure Project.
  • Council passed By-law No. 72-24, Being a By-law of The Corporation of the Municipality of Sioux Lookout to Authorize the Borrowing Upon Serial Debentures in the Principal Amount of $865,303.00 Towards the Cost of the Eighth Avenue Infrastructure Project.
  • Council supported NOMA Resolution 2024-32: Recognizing the essential role of Nurse Practitioners in Northwestern Ontario Municipal Association (NOMA) Health Care Services
    • Purpose: To support Nurse Practitioners to independently handle CTAS 3, 4 and 5 cases, assist Medical Doctors with CTAS 1 and 2 cases and supports Nurse Practitioners to obtain a billing number.
  • Council supported the outside resolution: A set-aside for Northern Ontario within the Ontario Immigrant Nominee Program (OINP)
    • Purpose: To urge the Ontario Government to address the critical labour shortage in Northern Ontario by allocating 3,000 OINP spots to support the region’s economic growth and development.
  • Council deferred the outside resolution from the Town of Smith Falls regarding basic income guarantee.
    • Purpose: To have staff reach out to Northwestern Health Unit (NWHU) and Kenora District Services Board (KDSB) for information on the impacts a basic income guarantee would have on our region and to understand their position on basic income.
  • Council approved amending Schedule "A" to By-law No. 68-22 (Being a By-law to Make Appointments to Various Boards, Commissions and Committees, by deleting Bruce G. Van Horne from the Sioux Lookout Environment Committee. Council thanked Mr. Van Horne for his dedication in volunteering on the Sioux Lookout Environment Committee.
