December 2022 Council Brief

The following is a summary of the proceedings of the Special Council Meeting held December 7, 2022:

  • Mayor Lawrance congratulated the following staff members and thanked them for their dedicated service:
    • 10 Years: Brian Lunn, Airport Operations Technician
    • 25 Years: Don Fenelon, Municipal Volunteer Firefighter, and the District Chief for the Hudson Fire Hall.
    • 35 Years: Randy Ingram, Airport Working Foreman.
  • Council passed By-law No. 69-22, to Amend By-law No. 50-05. Being a By-law to Adopt the Personnel Policy Manual to Adopt the Personnel Travel Expenses Policy No. 3-48.
  • Council passed By-law No. 53-22, to Adopt Policy No. 1-6, Council Travel Expenses Policy
  • Council directed staff to provide more information on the Waste Management Changes at Hidden Lake Landfill. This motion was withdrawn until further information is provided.
  • Council passed By-law No. 70-22 to accept the transfer of ownership of certain lands on Sturgeon River Road to the Municipality.
  • Council passed By-law No. 71-22 to accept the transfer of ownership of certain lands on May Street.
  • Council authorized the Treasurer to write of $311,158.65 of uncollectable airport accounts receivables.
  • Council authorized the signing authorities for Municipal Banking purposes and Municipal Legal Documents as follows: Douglas Lawrance, Cory Lago, Joe Cassidy, Joan Cosco, Luc Beaulne, Reece Van Breda or Joyce Timpson; and one of the following co-signers: Michelle Larose, Brian P. MacKinnon, or Carly Collins.
  • Council approved a financial contribution towards housing three to four (3-4) Emergency Department physicians for a three-month period beginning January 1, 2023. This includes assistance with:
    • A one-time travel allowance per physician of up to $2000.00 to travel home.
    • A free fitness centre membership for each physician at the Sioux Lookout Recreation Centre.
  • Council requested that a Physician Recruitment Committee be established to include community health care stakeholders to find solutions to address our physician shortage.
  • Council approved and adopted the updated Cemeteries Tariff of Rates, and the rate changes take effect January 1, 2023.
  • Council passed By-law No. 73-22 to appoint Robert Favot as the Emergency Services Manager/Fire Chief.
  • Council passed By-law No. 67-22 to appoint Acting Mayors (on a rotational basis) for the 2022-2026 Term of Council.
  • Council endorsed Mayor Jack Harrison of the City of Dryden as the Area 2 Representative (representing the City of Dryden, Municipality of Machin, Township of Ignace, Municipality of Sioux Lookout and the Township of Pickle Lake) on the Kenora District Home for the Aged Board of Directors for the 2022-2026 term, ending on November 14, 2026.
  • Council passed By-law No. 68-22, Being a By-law to Make Appointments to Various Boards, Commissions and to Rescind By-law No.92-18, Being a By-law to Make Appointments to Various Boards and Committees.
