The following is a summary of the proceedings of the Statutory Public Meeting and Regular Council Meeting held December 18, 2024:

  • Council received Planning Report dated December 18, 2024, respecting Zoning By-law Amendment No. Z10-2024 – 144 King Street, at the Statutory Public Meeting.  
  • Council passed By-law No. 90-24, Being a By-law to Amend the Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended, for Application No. Z10-2024, at the Regular Council Meeting.
    • Purpose: The Zoning By-law Amendment is to permit a total of six dwelling units within two separate buildings on the subject property locally known as 144 King Street.
  • Council received Planning Report dated December 18, 2024, respecting Zoning By-law Amendment No. Z12-2024 – 138 King Street, at the Statutory Public Meeting.  
  • Council passed By-law No. 92-24, Being a By-law to Amend the Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended, for Application No. Z12-2024, at the Regular Council Meeting.
    • Purpose: The Zoning By-law Amendment is to permit a total of six dwelling units within two separate buildings on the subject property locally known as 138 King Street.
  • Council received Planning Report dated December 19, 2024, respecting Zoning By-law Amendment No. Z15-2024 – 168 Drayton Road, at the Statutory Public Meeting
  • Council passed By-law No. 105-24, Being a By-law to Amend the Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended, for Application No. Z15-2024, at the Regular Council Meeting.
    • Purpose: The Zoning By-law Amendment was submitted to rezone the subject property, locally known as 168 Drayton Road from Local Commercial Zone to Rural Residential Zone.  
  • Council passed By-law No. 86-24, Being a By-law to Establish Fees and Charges for The Municipality of Sioux Lookout.
    • Purpose: To rescind all existing By-laws concerning Fees and Charges and consolidate them into a single By-law. By-law No. 86-24 will guide the Fees and Charges increases scheduled for 2026 and 2027.
  • Council received the report dated December 18, 2024 regarding various items and matters related to the Municipal Access Points (Boat Launches). Council approved the implementation of three tier service levels at the Boat Launches and a soft launch of the OPS-Com System for issuing boat launch parking permits. Council directed staff to investigate implementing a Non-Residential Fee for the use of Boat Launches.
    • Purpose: Provide updated information and operational changes regarding the Municipal Boat Launches.
  • Council passed By-law No. 112-24, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute an Agreement between The Corporation of the Municipality of Sioux Lookout and Fire Marque Inc. for the Cost Recovery (Fees) with Respect to Fire Department Specific Response and to Rescind By-law 89-24, (Being a By-law to Authorize the Mayor and the Clerk to Execute an Agreement between The Corporation of the Municipality of Sioux Lookout and Fire Marque Inc. for the use of Indemnification Technology to Recover the Proceeds of Insurance on behalf of the Municipality).
    • Purpose: Fire Marque Inc. specializes in cost recovery from insurance companies. This program helps offset expenses incurred while responding to specific fire calls by receiving funds from insurance companies. It ensures that these costs are covered by property insurance policies without additional charges to the property owners or affecting their insurance payouts. This way, the community benefits from efficient emergency services without the financial burden on individual property owners. This By-law provided for administrative amendments to the Agreement.
  • Council received the Planning report dated December 18, 2024 and passed By-law No. 94-24, Being a By-law to Amend the Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended, for application No. Z14-2024 (84 King Street).
    • Purpose: To address the concerns raised at the November 20, 2024 Statutory Public Meeting. The Zoning By-law Amendment was submitted to rezone the subject property, locally known as 84 King Street from Downtown Commercial Zone to site-specific Residential Type Two Exception Fifteen (R2-15). The proposed development would allow for ten dwelling units within two separate buildings. 
  • Council received the Planning report dated December 18, 2024 and passed By-law No. 93-24, Being a By-law to Amend the Comprehensive Zoning By-law for the Corporation of the Municipality of Sioux Lookout, as amended, for application No. Z13-2024.
    • Purpose: To address the concerns raised at the November 20, 2024 Statutory Public Meeting. The Zoning By-law Amendment was submitted to rezone the subject property, locally known as 140 King Street, to allow a total of six dwelling units within two separate buildings.
  • Council received the Planning report dated December 18, 2024 and passed By-law No. 91-24, Being a By-law to Amend the Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended, for Application No. Z11-2024.
    • Purpose: To address the concerns raised at the November 20, 2024 Statutory Public Meeting. The Zoning By-law Amendment was submitted to rezone the subject property, locally known as 142 King Street, to allow a total of six dwelling units within two separate buildings.
  • Council passed By-law No. 106-24, Being a By-law to Appoint Andrew Culham as an Inspector for the Municipality of Sioux Lookout under Sub-Sections 3.(1) and 3(2) of the Building Code Act.
    • Purpose: Part of our long-term staffing strategies which will ensure exceptional customer service.  
  • Council passed By-law No. 109-24. Being a By-law to Establish a Terms of Reference for the Committee of Adjustment; to rescind By-law No. 19-21 (Being a By-law to Establish a Terms of Reference for the Committee of Adjustment) and to rescind By-law No. 05-24 (Being a By-law to Appoint a Secretary-Treasurer for the Sioux Lookout Committee of Adjustment and Consent Granting Authority).
    • Purpose: To appoint the Planning Coordinator to the position of Secretary-Treasurer for the Sioux Lookout Committee of Adjustment and Consent Granting Authority.  
  • Council passed By-law No. 111-24, Being a By-law to Provide for the 2025 Interim Tax Levy and Late Payment Charges.
    • Purpose: To authorize the 2025 Interim Tax Levy
  • Council authorized the signing authorities for Municipal Banking and Legal Documents as followed:
    • One of the following: Douglas Lawrance, Cory Lago, Joe Cassidy, Luc Beaulne, Joan Cosco, Reece Van Breda or Joyce Timpson; and
    • One of the following: Brian P. MacKinnon, Carly Collins or Benjamin Hancharuk.
      • Purpose: To update the signing authorities for Municipal Banking and Legal Documents.
  • Council passed By-law No. 110-24, Being a By-law to Authorize the Temporary Borrowing of Monies to Meet the Current Expenditures of The Corporation of the Municipality of Sioux Lookout.
    • Purpose: To allow the Municipality to utilize temporary borrowing of monies to meet operational expenditures, should the need arise.
  • Council passed By-law No. 104-24, Being a By-law to:
    • Approve the December 2024 Version of the Sioux Lookout Community Improvement Plan
    • Create the Community Improvement Plan Application Review Committee
    • Establish a Terms of Reference for the Committee
    • Rescind By-law No. 14-24 (Being a By-law to Rescind By-law No. 80-23 (Being a By-law to Approve the August 2023 Version of the Sioux Lookout Community Improvement Plan; Create the Community Improvement Plan Application Review Committee; and Establish Terms of Reference for the Committee)
      • Purpose: To implement the recommended changes to the Community Improvement Plan Application process.
  • Council reappointed members of the Committee of Adjustment/Consent Granting Authority. Community members are: Mario Rasetti, Roger Saltel and Alanna Pizziol-Carroll. Council members are Cllr. Luc Beaulne and Cllr. Joan Cosco.
    • Purpose: To reappoint the members of the Committee of Adjustment/Consent Granting Authority for the 2025 year, pursuant to requirements of the Planning Act.
  • Council directed staff to submit the following resolutions for consideration at the 2025 Kenora District Municipal Association Annual Meeting:
    • AMO Resolution Social and Economic Prosperity Review
    • AMO/OMA Joint Health Resolution Campaign
    • OPP Resolution – The Municipality of Tweed
    • Resource Revenue Sharing Resolution – The Municipality of Red Lake
      • Purpose: To foster supportive relationships with our regional partners and communities, which help advance our local interests and address shared challenges, thereby aiding in lobbying other levels of government. 
  • Council passed By-law No. 113-24, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute an Agreement Between The Corporation of the Municipality of Sioux Lookout and His Majesty The King in Right of Ontario, as Represented by the Minister of the Solicitor General (Primary Public Safety Answering Point (P-PSAP) Service Agreement).
    • Purpose: To enable Council to execute the Primary Public Safety Answering Point (P-PSAP) Service Agreement with the OPP ensuring the ongoing provision of 9-1-1 services for the Municipality of Sioux Lookout.  
  • A Notice of Motion regarding Twinning of Highway 17 between Thunder Bay and Kenora was moved by Councillor Van Breda and will be brought to the January 15, 2025 Regular Council Meeting.
