June 2024 Council Brief

The following is a summary of the proceedings of the Regular Council Meeting held June 19, 2024:

  • Council authorized the purchase of the new Loader Backhoe to Brandt Tractor for a John Deere 410P, at a cost of $200,995 + HST.
    • Purpose: To seek Council’s approval to award the tender to Brandt Tractor for the purchase of a new Loader Backhoe.
  • Council received the Planning Report dated June 5, 2024, respecting the Zoning By-law Amendment Application No. Z07-2024 and passed By-law No. 58-24, Being a By-law to amend By-law No. 85-18, Being a Comprehensive Zoning By-law for The Corporation of the Municipality of Sioux Lookout, as amended.
    • Purpose: The lands are owned by JAMB Developments Inc. and an Amendment to Remove a Holding Symbol is required to lift the Zoning “hold” on the subject lands, so that JAMB Developments Inc. is ready for residential development.
  • Council authorized the Deeming By-law Application for 14 ½ King Street and 16 King Street and passed By-law No. 60-24, Being a By-law to Deem the lots located at 14 ½ King Street and 16 King Street not to be within a registered Plan of Subdivision.
    • Purpose:  To allow the two adjacent lots to merge and be treated as one single lot for planning and legal purposes.
  • Council deferred declaring a Climate Emergency for the Municipality of Sioux Lookout and requested staff and the Environment Committee to review further to determine how best to operationalize the declaration, which includes specific actions, cost and funding opportunities and then bring a report back to Council.
    • Purpose: To have Council declare a Climate Emergency for the Municipality of Sioux Lookout. Council approved the Environment Committee’s Annual Work Plan for 2024.
  • Council received the Treasurer’s report dated June 19, 2024 respecting an update of the Municipal Accommodation Tax by the Municipal Accommodation Tax Committee, as information.
    • Purpose: To update Council on projects which were supported by the Municipal Accommodation Tax for the year ending December 31, 2023.
  • Council approved the August Council Regular Council meeting change of date to August 14, 2024
    • Purpose: To provide Council with the opportunity to move the August Regular Council Meeting to the week prior to the Association of Municipalities (AMO) Annual Conference instead of the week after.
  • A Motion to Reconsider Amendments to the Procedure By-law to Provide for ‘’Hybrid’’ Meetings was filed and moved by Cllr. Cosco. Council will consider this Motion to Reconsider at the July 17, 2024 Regular Council Meeting
    • Purpose: To allow some members of Council and members of Council appointed Boards, Commissions and Committees to participate in meetings virtually and some members to participate in-person simultaneously.
  • Council supported the outside resolution from Kenora District Municipal Association (KDMA) that the Municipality of Sioux Lookout supports KDMA’s request for the Province to change the policy for Provincial Land Tax revenue and include Territories Without Municipal Organization (TWOMO) in the funding support for the Home for the Aged, which would reduce the support required from municipalities in Kenora District Municipal Association.
