Council Brief - October 16, 2024

The following is a summary of the proceedings of the Regular Council Meeting held October 16, 2024:

  • Delegation: Terry Gervais from The Loomex Group presented information on Sioux Lookout’s Community Risk Assessment (CRA). Under provincial regulations, all municipalities must complete a CRA, which evaluates risks from a fire service perspective. The CRA identified and examined 15 public safety risks in Sioux Lookout that are real and measurable threats. After identifying these risks, a risk treatment plan was developed for each, providing recommendations on strategies to reduce them.
  • Council adopted the 2024 Community Risk Assessment.
    • Purpose: To comply with O. Reg. 378/18, and ensure Sioux Lookout remains a healthy and safe place to live.
  • Council passed By-law No. 89-24, Being a By-law to Authorize and Direct the Mayor and the Clerk to Execute an Agreement between The Corporation of The Municipality of Sioux Lookout and Fire Marque Inc. for the use of Indemnification Technology to Recover the Proceeds of Insurance on behalf of the Municipality when the Fire Department Responds to Calls for Service Eligible for Insurance Recovery.
    • Purpose: Fire Marque Inc. specializes in cost recovery from insurance companies. This program helps offset expenses incurred while responding to specific fire calls by receiving funds from insurance companies. It ensures that these costs are covered by property insurance policies without additional charges to the property owners or affecting their insurance payouts. This way, the community benefits from efficient emergency services without the financial burden on individual property owners.
  • Council awarded the purchase of loader attachments (snow bucket and pallet forks) to Strongco Equipment, for the amount of $26,000 plus HST.
    • Purpose: To replace the snow bucket loader, which is at the end of its useful life, and to acquire a new pallet fork attachment needed for the day-to-day airport operations.
  • Council received the Planning Coordinators Report dated October 1, 2024, respecting Official Plan Amendment No. OP03-2024 and Zoning By-law Amendment No. Z09-2024
  • Council passed By-law No. 76-24, Being a By-law to Adopt Official Plan Amendment No. 12 to the Official Plan of the Municipality of Sioux Lookout.
  • Council passed By-law No. 77-24, Being a By-law to Amend the Municipality of Sioux Lookout Comprehensive Zoning By-law No. 85-18, as amended.
    • Purpose: To update Council on the public concerns received at the September 18th Statutory Public Meeting. The Planning Coordinator’s report stated that the amendments comply with the Provincial Planning Statement. The amendments increase the dwelling units on the property from three to five units, without expanding the current footprint.
  • Council approved the 2025 Estimates/Budget for the Sioux Lookout OPP Detachment Board.
    • Purpose: To approve the Sioux Lookout OPP Detachment Board estimates/budget as required by the Community Safety and Policing Act.
  • Council reviewed the summary of the changes included in the new 2024 Provincial Planning Statement.
    • Purpose: To inform Council of changes to the Provincial Planning Statement that takes effect October 20th, 2024, which will need to be incorporated into Sioux Lookout’s Official Plan and Zoning By-law.
  • Council received the Treasurer’s report dated October 16, 2024, Reserve and Reserve Fund Policy.
  • Council passed By-law No. 85-24, Being a By-law to Adopt Municipal Policy No. 5-5, Being a Reserve and Reserve Fund Policy for the Corporation of the Municipality of Sioux Lookout and to Rescind By-law Nos. 76-14, 17-17 and 18-17.
    • Purpose: To establish consistent guidelines and standards for the responsible and consistent management and administration of reserves and reserve funds.
